    • It is still possible, albeit not likely. But perhaps he had NATO in mind, which would include Turkey. In this case, however the sentence "Turkey is your neighbor" wouldn't make sense, since the USA is in NATO too and "our neighbor" would be correct.

I remember Rumsfeld calling Iran a neighbor of the EU in an interview in the beginning of the current negotiations about the Iranian nuclear program. Anyone with a slight hint of goodwill understands, that he didn't want to imply that Iran shares a border with the EU, he just meant that Iran is closer to the EU than, say, to the US, and invited the Europeans to play a bigger role in the negotiations.

            Oh, and the Caspian sea is shrinking dramatically. Eventually water borders there could become land borders.
            The status of the Caspian Sea is not determinated. From the legal point of view it is not even clear yet, what is it a lake or a sea. The naval borders between five Caspian nations are not marked - five countries share the common pound, but they still can agree what share should belong to each of them. They work on this problem all toghether. Does it mean they are not neighbours? I don't think so. One of the variants of the soultion is to give all countries a 45 mile coastal zone and use the rest (bulk) of Caspian Sea as neutral (buffer) waters.
            My bet is that professor Heresson simply forgot about existence of the Caspian Sea, while he barked at the author of the article.

              The Caspian Sea is way more smaller. It's a body of water enclosed by surface. Technically it's just a huge lake.

                          No I did not. Again, from your point of view, Finland is neighbour of Poland, Egypt is neighbour of Spain, etc.
