Of course it can be photographed, the next generation of optical telescopes are being built to do just this and 20 LY distant will be a piece of cake to see once their operating.

I wonder how many generations of telescopes and how much infrastructure would be required to actually image the nearest extrasolar planets with anything even remotely approaching what late 20th century space probes accomplished for the planets of our own solar system.
