When I lived in Newfoundland we would have one every 10 years or so when persistent onshore winds bunches the pack ice to the coast. I think the thickness of the ice pack is greater than usual but this is not that unknown a weather phenomenon
Hunting seals correctly is no more or less barbaric than the slaughter of beef, chicken, pigs and is arguably less barbaric than game hunting. The sealers attempt to sell all of the animal. The pelt and oils are prized but markets have also been found for seal meat and even the remains can be used for things like fertilizers or pet foods
