You forget that India's current economic boom started around the middle of the term of the previous BJP government. The reforms instituted at that time have led to a surge that continues till now. BJP led states almost inevitably do better than Congress led states on economic indices.
For instance, Rajasthan, which had a deficit during the Congress regime, a deficit so severe that it didn't have enough money to implement the state's development schemes, now is running a slight surplus, and has more than enough cash to implement all the stuff they wanted to do to develop the state. The Chief Minister - a woman, by the way - Vasudhara Raje - managed to cut the flab.
Gujarat is so prosperous that visitors to the state from other parts of the country feel that they have entered the first world. Narendra Modi thinks not in terms of competing with India's other states, but with China, all the while staying within the democratic framework.

Point is, can they survive the internal political upheavals of the next 50 or 100 years, the way we are guaranteed to?
China has to democratise sometime, and if even one thing goes wrong, they're pretty much sunk. If they never democratise, then they'll stagnate, and be torn apart by internal dissent.
It sucks to be a commie, doesn't it? Even if you do everything right, that damn emancipation happiness from other countries adopting it ruins it.
As for investing in infrastructure: the BJP has envisaged two projects which could change the face of India beyond all imagination:
The Golden Quadrilateral + North-South corridor
and
River Linking
The GQ/NS is nearing completion, and will be finished within a few more years.
If and when the River Linking project is completed, India becomes the country which it is impossible to compete with in terms of agriculture - we will swamp the world. Say goodbye to water scarcity or floods.

One is India. One is China. Guess which one is which!
One is a democracy which tries to respect its own people. The other is a dictatorship which throws you out of its prime cities if you don't have a job, and takes your land away if some industry promises to get the state more tax revenues.
