Much of this seems to be government-sector negligence. The oil majors look angelic in comparison. Water/oil separators are amazingly simple devices. The article makes it sound like these types of things are super magic high tech devices or something.
As for the field itself, it's really amazing that it has lasted this long. There are other fields being discovered, but in less hospitable areas than shallow waters in Mexico. Those areas are where the high tech comes into play. Jack Field off of Louisiana requires engineering that is downright impressive.
