"Ulan" (pl. "Ulanen") was the name of a light Polish cavalry equipped with lances. When other European nations creating their own regiments of similar troops they referred to them as Ulanen, too - the name has no meaning in German.
Shortly before WW1 Emperor Wilhelm decided that all cavalry regiments should carry lances in addition to their carbines, so technically all German cavalry troops were Ulanen when the war started.
