Terrorists seem to be wanting to influence a wide audience while someone didn't like this girl or her dog. That's a small audience. I'd say he's (I assume it is a he) is a criminal and a nutter who should be behind bars but not a terrorist. Supposedly most of the major serial killers started off killing animals and then moved on to people. The guy who did this is a real sick bastard.

No, this should be fairly close to the family, middle aged white man with sexual fantasies about this girl. He prolly secretly wants to have kinky sex with the girl but is too close to the family plus too old for her so he plays out his fantasies in this manner. The horror of the girl sexually arouses the man, who has gone into new depths finding pleasure and satisfaction, the only way he can truly connect with this girl in another level.

The man is probably not very educated or smart, even though most serial killers are. But this man is most likely a 'handy man', and has had a bad relationship to her mother. Most likely a case of either strong Oidipus comlex or her mother was a prostitute and he had to watch strange men coming and going, and definitely coming.

The man is close to the family not by marriage but by blood. He is most likely divorced or never married. He has a garage where he has lots of tools, he likes his tools. He probably had to go and buy some new tools for the beheading, and he most likely did not torture the dog. It is possible though, that the man had sex with the dog, and fantasized about the girl. Kind of like men sniff panties, so this is just a new level of that same phenomenon.

Because it took two weeks, it suggest that the man is not stable. The dog was most likely alive for a good while in the man's garage, well fed and perhaps molested sexually several times. He didn't know what to do with the dog at the end, but it was always meant to be killed. He just wasn't sure until the girl became too sad for her dog, so he showed brutality to the dog as a way to show the girl he meant serious business.

This man is likely to be caught when enough time passes. He absolutely has to either confess or give hints to the girl, because this gives him pleasure. He will go to jail for it, be abandoned by the family forever, so he will go into people business when he gets out finally, after 10 years or so. Because he needs more pleasure, and at that point he will be caught as well, and it will be pointed out, that I was able to tell what will happen and I'll get my medal.

What can I say? Maybe she should have put out for the guy.
