The German legal system is not designed to punish the offender but only to protect the public, so they give EVERY offender a "second chance" as long as they reach the conclusion that the offender does not pose a threat anymore. So only when an offender is still considered an immanent danger he won't be released.
In Mohnhaupt's case, her full sentence was "five life sentences (for 5 different murders) plus 15 years, 24 of which must be behind bars."
So the time her parole would begin, in case that it is not to be expected that she returns to terrorist activities, was already included in the verdict.

That said, the opinion of those who decide on the immanent danger has more than once proven to be wrong, esp. in the case of sex offenders, child molesters etc., which is very tragic.

Interesting. I would have thought a life sentence would mean slightly more than 5 years even in Europe. Is this the sameway for all crimes? Why not just sentence her to five years then and dispense with the nonsense about "life" sentences?

YEah.. it's like, life sentence woudl mean that we can keep your for that long IF necessary. But the problem is the minimum, when you can get on to your probation. 5 years as a minimum from life sentence seems like a joke.

And this case is a joke. It's a joke. If you give this kind of action to a person like this, what do you really have to do to not get out in minimum time?

From what I understand the earliest chance to come out is after 15 yrs for such heavy crimes, but the courts can set this higher to 20 or more yrs depending how serious the individual cases are. In this case the court set the minimum to 24 yrs in jail, and she served those 24 yrs.

Those who sentenced her the first time didn't decide that she can be released earlier - the minimum of 24 yrs doesn't mean that you come automatically free after that time. They could hardly foresee how the case would develop when the made their judgement (for example, that the RAF ceased to exist in 1998 IIRC).
