I think PotC1 was great because my expectations were really really low. Come on, a movie based on a carnaval ride. I expected total drek and was very surprised when I thoroughly enjoyed the movie.
For PotC2 my expectations were on the other end of the spectrum and I was expecting something great.

Both sequels sucked, IMO. Both originals were good. I own both of them.
I'd give the edge to the Mummy, just barely.
