Actually, it's also a vehicle to hold that propellant. And the people to launch it. And the facilities to launch it from. Have you actually been a part of the ground crew for an orbital maneuver or launch? No? Because I have. And I have some clue when it comes to how much it costs to put something in a given orbit or trajectory, and how many highly trained people it takes working together.

Could the US build the infrastructure to launch much quicker (when necessary) than it currently has? Of course. But that infrastructure has to be built ahead of time. Not when the crisis emerges. It needs more facilities, people and a greater inventory of vehicles in order to do that.

In a war, the Yanks will launch as many sats as they want, and they'll do it from the Santa Monica Fwy if that is all they have to do it from, however unlikely that is.

Why could a sat not be launched from any number of sites after very quick work by some engineers, say employed by an army that has a corps of them?
