That's not the point, Tassadar5000. The point is that multiple transliterations sometimes exist for one word. What defines "correct" is merely what most people who know about such things accept right now.

Actually, there is a proper system behind the transliteration from Devanagari to Roman script. In devanagari, there are the consonants, and there are the vovels, and the unit of speech is a combination of the two. So the transliteration usually follows the pattern
[consonant][modifier vovel][consonant][modifier vovel][consonant][modifier vovel][consonant][modifier vovel]....
And so on.
Ashoka is, in Devanagari, broken down as
a + (sh+o) + (k+a)
ेअ + (श् + अ ) + (क्+अ ),

Besides, Indian historians, and government (for which English is an official language) use the two particular spellings of Ashoka's name in English. This should be a good enough indicator of universally accepted spellings.

As an aside, Microprose/Firaxis list of Indian city names (which has stated constant since Civ1) really annoys me, in that they are very often either mis-spelled, or, worse, names of states, regions, and even rivers. Some of the spellings sound as if someone read out names of cities really quickly, and someone else typed them out as best s/he could.
