                apparently the Univ of Utah has a full philosophy departement, probably as good as any similar obscure provinicial english Univ. Unless by philisophocical development you mean the garden variety secular humanism of some English pub goer. In which case, John Milton, JS Bach, Rembrandt, and quite alot else isnt part of western european civ either.
