In between, there developed a shift among a minority of white Illinoisians as they became more egalitarian in regards to equal rights for blacks, as Illinoisians engaged in debate over their state's black laws, then later, emancipation of Southern black slaves, recruitment of black soldiers in Union army, contraband policy, and so forth. It was also during the intervening years that Illinois repealed its bigoted black laws. The national issues of race directly interplayed with the politics of race at the state level in Illinois.
My main argument is that in Illinois, in spite of the prevalence of a white supremacist culture, there emerged in the antebellum period a strong, but minority movement of racial egalitarianism. And this movement gained strength during and after the Civil War in spite of the prevalence of white supremacy. This is what caused internal tension in the Republican party not only on the national level, but in Illinois, as conservative and racially liberal Republicans struggled with one another to decide the path of their party.
