I wasnt too thrilled with him during his failed confirmation before the senate but he seems to have been effective at the UN i.e. he didnt alienate too many countries while pushing for fundamental change of that useless organization.

i think it's fairer to say that Bolton was a pretty effective voice for the administration's viewpoint at the United Nations. As the recent election showed, that's a viewpoint with a small and shrinking fan base.

It seems to me that Congress should have a good reason for preventing a qualified, capable Presidential nominee from serving.
True enough, which is why I don't care much about this issue one way or the other. However, there is the fact that Bolton is on record as stating that he doen't believe in the legitimacy of the UN. Should a brilliant jurist who doesn't believe in the legitimacy of the Supreme Court nevertheless be allowed to become Chief Justice? It's an interesting question.

The resolutions that got passed during his tenure wrt Iran, North Korea, and Lebanon represented only the admin POV? I dont think so.

I was skeptical, but it seems as though he really wasn't that bad. People made it sound like he was a zealot who would open every day with a motion to disband the United Nations. It turns out that he was pretty effective. Maybe he's a jerk, but, if he was getting results, then his personality alone shouldn't be grounds for replacement. He just seemed to be a Democratic bogeyman.
