Yeah, 2 years just gone is bad.

However, as a replacement for workstudy.. (which most poorer students do)

I don't see it as being more time, just being something more useful than the (often times) rather pointless jobs that workstudy is.

Because of the nature of the selection process the portion of the electorate likely to be eligible to vote would not at all accurately represent those being governed.

I find any requirement which restricts the franchise to be extremely dangerous. Restricting it that severely and in that manner could (maybe even almost certainly would) lead to some disastrous consequences.

As much as some people might admire Sparta, it's not a place I would like to live, either as a helot or a citizen.

Everyone who turns 18 or 21 or pick your age, owes the state 1 or 2 years of service.

Whether you wear a uniform and carry a gun, or you count beans for the federal or other level of governments, or you pick up trash, no matter.

No selection involved. Everyone has to do it, if you want to be able to vote. Pretty simple.

The selection is self-selection. In today's day and age, how many people do you think would choose to serve based solely on being able to vote? 40% of people can't even be bothered to drag their asses to the polls on any given election day.

Because there is a culture of apathy.

Put some bite into it. Tell people they can skip, and they lose something and see how many line up to lose.

You could also allow people to reapply later if they made a mistake. Lots of trash needs picked up.

Why the hell would we put everybody in uniform so that most of them can pick up trash? We have a perfectly serviceable means of finding trash collectors. It's called the free market.
