The problem with fish in the sea, is that no one owns them. Ergo, no one has an incentive to conserve them, and the scarcer they are, the more incentive to rape the oceans for them (until the costs get SO high as to make it impossible, but that may be too depending on population biology) In that way it is unlike oil, or many other resources (though it IS like environmental issues like clean air, CO2, etc)
