        Greenhouse's worst fears were realized when KBR, in an action mocking the competitive bidding process, got a no-bid, five-year award when a one-year contract would have sufficed in an "emergency."
        Does this mean there was a secret pre-invasion war plan in which the war should last for at least 5 years?

          No, it means the reporter doesn't understand Federal contract mechanisms and jargon. You don't get a five year contract, since funding and appropriate is done annually.

          What you get is a base year plus four option years, meaning you have a one year base contract, and four option years which can be exercised each year, without mandatory rebid/recompete. The contracting officer/agency can choose not to exercise an option year, or they can choose to exercise it, but Congress not appropriate funds, or they can exercise it and Congress appropriates funds.

          Its not a guarantee that you'll get five years of work or five years of pay - it's a guarantee that you won't absolutely have to rebid if the option years are renewed.
