The reaity is as long as these agencies aren't independent of partisan politics, and as long as politicians continue to take millions from corporations, then we will continue to see this type of massive fraud. Halliburton has gotten away with murder after the Iraq war. The no-bid contracts, the incredible overcharging (far worse than other contractors in Iraq), and now the basic silencing of government critics of the favored treatment. The history books will not be kind. Perhaps this isn't Harding or Grant level corruption, but it isn't far behind either.

It would make no difference, because the contracting officers would be "taken care of" for doing the "right" things for the "right" people.
