Remember The Military Commissions Act that so many of us were *****ing about a couple weeks back, since it gives the President the authority to unilaterally declare anyone (including Americans) a terrorist or supporter of terrorism, and disappear and torture them. Congress gave him the bill over two weeks ago, then adjourned. Bush still hasn't signed the bill, according to Obermann as of Tuesday evening. That's about 16 days he's had the bill.
From the U.S. Constitution Article 1, Section 7: "...If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law."
Bush seems to have pocket vetoed the MCA. Since its his own legislation, I can't imagine he did it deliberately. He even issued a signing statement saying he looks forward to signing the bill.
