Of course this is possible. My point is that headscarfs have become much more popular in recent years. Certainly more recent than 1999.

There was the schoolgirl (Shabina Begum) who went to court recently claiming her 'right' to wear a more conservative outfit to school than the Islamic school uniform, approved by clerics, and worn by the rest of the muslim pupils at the school.
