      A state has to declare itself independent, and then maintain defacto independence, to be considered de jure independent.

      Palestine is an authority.
      Taiwan considers itself the Rep of China, but few nations recognize it as such, cause the PRC de facto is the govt of the mainland, and has been for 66 years, and asserts itself as such.

      If Taiwan were to declare itself independent as the Republic of Taiwan, and the PRC were not to do anything about it, Taiwan would be entitled to recognition as a state. Which is why, the day Taiwan does so, PRC will go to war, and Taiwan knows that, which is why they have NOT declared independence, and have pursued alt strategies.

      Similarly, if the PA declared independence, and Israel did nothing, Palestine would then become a state. And of course if PA did that, and declared borders that Israel found ok, the Israelis (most of them) would be delighted. But of course its more like that a unilateral dec of ind by the PA would be on the basis of boundaries Israel would not accept - so a UDI by PA would be followed by a unilateral annexation of certain areas by Israel, and would result in war. PA has thus far not chosen this course.

      Ergo, under international law NEITHER "Palestine" nor "Taiwan" exist as such. But both issue passports, and IIUC nations around the world accept such passports.

      Are you thinking Texas should issue passports?

            As I understand it now, you don't have to have a country issue a passport. You can set up a club and the club can issue a passport.

                  You can print up passports saying the Republic of Slowwhand, its a free country you know.

                  The question is, when youre crossing from Upper Fredonia, to Lower Slobovia, are they gonna recognize the document and let you in. For a variety of reasons, political and economic, Lower Slobovia probably accepts a Pal Auth passport, and a Republic of China/Taiwan passport, even though it doesnt recognize either as a state. OTOH they probably WONT recognize a Republic of Slowwhand passport.
