              The act of issuing passports, in the absence of a declararation of independence (Which the PA has not done) does not constitute an assertion of de facto independence under international law, IIUC.

              Note, for example, the case of Taiwan.

                So in lieu of having a country, an "authority" can issue?

                  BUt there's a difference between Taiwan and Palestine. Taiwan is not 'accepted' by most countries or organizations. Due to PRC and their one-China policy, they can pretty much dominate Taiwan on international stage and will continue to do so until the two, mainland China and Taiwan settles some things peacefully, which I think they are going to do. Little baby steps.

                  But Palestine is more accepted than Taiwan. Taiwan is not a real country. The fundamental difference is that there are not a lot of powerful sides saying Palestine is not a country and should never be a country, whereas PRC is definitely against Taiwan as their own independent country, though support their own ruling in that island.

                    If Palenstine is an accepted country, what's the beef with Israel? Where is it?

                    If Taiwan is part of mainland China, why does Taiwan insist they're not?

                          Sloww, short introduction to "China vs Taiwan"....

                          Taiwan used to rule all of China. ROC (Republic of China) used to rule, but then civil war started and the commies drove some of them folks (legal leadership) to the island.. Taiwan. PRC (people's republic of china) claims that since they won the civil war, they are the lawful leaders of China, and ROC, that fled to current Taiwan, or just renmants of that war and Taiwan belongs to mainland China so they think that they actually do rule Taiwan, and thus it is an inner conflict, inner problem, China's internal matter. This is the reason and claim of PRC when you here China says well Taiwan is our internal matter and should not concern anyone else.

                          However, ROC sees that they still are the leaders of mainland China also, and that they were illegally ousted from their power. Kind of like rebels taking the power, in this case the commies. They also refuse to acknowledge the situation any further but see themselves as the leaders of all China, just like PRC.

                          But that's mostly rhetorics, because they both know their de facto status and that even though their claims are overlapping each other, they can't be just .. deciding for the other because it has no meaning.

                          So they both kind of claim that they are the rulers of all China, mainland and Taiwan. ROC today though, and since the 70s, has come down a bit and doesn't necessarily think that they should alone rule mainland China also and kind of recognizes the power of PRC, and since they can't take the power by force or match the military of the PRC, they kind of have let some of their rhetorics die.

                          PRC is a bit more aggressive but also recognizes the status of Taiwan in a way that they see it is succcesful adn that they can not turn that island into communism and just like the mainland, globalization is coming and the economincal evolution has ridden most of the communist ideologies anyway, so China really isn't filled with commies, they just keep the title.

                          So, this is why China uses one-chine policy, and it means that they want everyone to follow the doctorine, that there is only one China, and Taiwan is part of it. Period. They can rule when it comes to international organizations, and the US also refuses to recognize Taiwan, as do many other countries, due to one-china policy.

                          China and Taiwan, however, are not too far off from each other. They do keep the backdoors open for negotiations and have made progress. They both think that there should be one China, and that there is room for all of them, and they can live and co-exist. It's just the terms of how that will happen that kidn of sets them apart many times. They both have plans and have set out agendas that should be discussed first before going further, however those agendas greatly differ from each other, so that's kind of what's going on now, but both have shown will to be peaceful and rejoin each other.

                          There are lots of reasons.. business, lots of business and money. Taiwanese business guys want to do business, Chinese want to do business, they want to do business with each other morea easily. You couldn't fly directly from Taiwan to China for a long time, you had to stop in a 3rd country. Now, you can do that, but the planes just use the airspace of a 3rd country. It's getting easier and easier.

                          And both have relatives on the other side, so there's great pressure to kiss and make up. I think this is actually more likely to happen than war.

                            China in itself is an intereting case altogether since the 70s. When you think about China, don't think about old commies. Think about communist party trying to keep the power by any means necessary, with little communism in it. The party itself has different schools of thought, and it's just a question of how far from communism or old practices it's from.

                            For example, China is not the best allie of NK anymore. They don't trust NK. They basically see that NK can't be trusted and that they can make sudden moves, that are quite unpredictable. So they have been acting as middlemen between NK and US more or less behind the public stages.

                            China does not want NK going to war with SK. That would bring US troops next to her own borders, and that would create unnecessary tensions, so in this conflict, China is actually more our allie than enemy, and NK is left alone.
