The penis inflates by becoming engorged with blood. If you were to dissect yours aneeshm you'd find that the back or top side is composed of two cylinders consisting of vascular channels, each cylinder being surrounded by a tough fibrous envelope. When outgoing venous drainage is shut down blood collects in the mesh of vascular channels causing the cylinders to expand and harden. That's how an erection occurs. The penile pump works by pulling blood into the cylinders via vacuum action.

Not quite. The first thing that happens during a penis erection is that the penis arterioles are dilated by the parasympathetic nerve system (mediated by the release of nitric oxide). This causes the erectile penis tissue to become engorged with blood, which in turn causes the penis veins to close to prevent the penis to become flaccid prematurely

I was simplifying the description, but the veins do also constrict at the start of the process.
