He could quickly reestablish order because firstly, he's ruthless; secondly, he's politically capable; and thirdly, and almost uniquely, he wouldn't be regarded as a US sockpuppet. If it were made very clear to him, in private, that he is a sockpuppet, and will be assassinated as soon as he steps out of line, he probably could establish the kind of order that the US wants. Killing him is unlikely to act as a deterrent for other authoritarian leaders around the world. It'll just reinforce a lesson they already know - "Stay in power where no one can touch you, by any means possible - otherwise you're as good as dead.". I could see his death having a calming effect on the population within Iraq - more of them being reminded to feel appreciative towards their invaders, if they have bad memories of Saddam's rule. However, it could also lead to increased violence, as people are reminded of the 'good old days' before the US invasion - back when the electricity and water systems worked, and before all these explosions started happening in the streets. I don't know enough about the social situation there to make a definite call, but I suspect that it will be different in different parts of the country. The Kurdistani regions will be mildly elated, but they're calm enough already. The Sunni triangle is likely to flare up worse - probably a spate of new bombings, directed more towards local authorities than US troops.
Is it possible for an absolute dictator to be guilty of anything? I most certainly thing he is a bastard and should suffer but how can you be guilty of doing all kind of **** when the current law alows you to do that ****.
