I think it's perfectly 'acceptable' and a viable plan.
But there are negative sides to this, for example there will be TONS of new variables int he game now. It gets tougher to manage and control, and there will be new players in the field so anything can happen.In da butt.

Winning a guerilla war depends upon winning the hearts and minds of the people. Somehow, I don't think bringing in Ugandan mercenaries is going to do the trick.

This is a short-term solution which will make the long-term problem worse. Ugandan brutality will drive more Iraqis into the arms of the insurgents. Bush is doing everything he can to lose this war.
