                      The G8 is mainly based on industrial output so Russia belongs there, as does China.

                            The EU certainly seem to have the power to impose one-size-fits-all legislation on all of its components, though. They also like lording it over the countries that aren't members yet.

                                Not realy, every individual state has a veto on matters concerning "vital national interests" witch could mean anything when spinned right.

                                Anyway, all important EU frameworks have to be validated by the member states.
                                (Remember the EU constitution )
