Not quite. If Alberta ever claimed independence, I doubt Canada would react nearly as ruthlessly as Russia did.
However, one of the reasons for Russia's harshness is because the Chechen independentist movement was hijacked by murderous scum.

Unless I'm very wrong, the scums appeared after the russians used some socialistic tactics in the area.
The weird part is that the russkis use all these resources in an area that is pretty worthless while they without any objection gives up areas with oil etc. dizzy - guess that russian logic is, well, russian.

Law and precedent. The SSRs essentially got independence as part of the process by which Yeltsin and the Russian Republic threw off the USSR. Once the SSRs were recognized as it independent states it would have been too big a confrontation with the rest of the world to try to force them back in (and there is always the possibility of maneuvering them back in more subtly) Chechnya was part of the Russian republic, and letting it go would have been a blow to prestige, and a precedent for other areas inside the Russian Republic.
Nonetheless, despite that, after the first Chechen war, they gave it almost defacto independence - till the Chechen republic supported a razzia into Dagestan. Now one can quibble about whether they really supported it (the line is that Basayev, though defense minister at the time, was acting on his own) I cant blame the Russians for not buying that.
