Unlike Israel, India was not founded as a homeland for Hindus. There should be mechanisms by which any persecuted people can apply for asylum in India, whether they are persecuted Hindus or anything else.

It isn't, it's predominantly Buddhist.
OP is wrong, though, about India being the only culturally Hindu country - Nepal is actually officially a Hindu country (at least, until the interim government enacts their new, under-development secular constitution), and has a higher Hindu population as a % of the total.

Has India ever turned away Hindus seeking asylum from persecution in Pakistan or other countries?
In the 1970s Indians in a number of African countries faced severe persecution. Many of them immigrated to the UK and USA, but were they turned away from India?

No. India has a secular government, not a religious one. So you should keep it that way.

Nepal is mostly Buddhist, IIRC.
