    Such a test would be too easily abused by people wanting to keep minorities from voting. In the Jim Crow south whites were given an easy test and blacks a hard one.

        Allowing veterans (or people doing a ~3 years public service) the right to vote might be workable to some extant.

          The South used to have literacy test and minimum taxed property requirements for voting in the late nineteenth century through the first half of the twentieth century.

          It was a fabulous system but for some reason, blacks didn't really appreciate it.
          A lot of Republicans are not racist, but a lot of racists are Republican.

                      Best idea I've heard all day. Why are they held to higher standards than our own native citizens?

                              Republicans would never go for it. They rely on the unintelligent voters..

                              More than that, the backlash from jilted unintelligent people who would not be allowed to vote would create a demand on society to pour tons of money into education and we all know how Republicans hate to put money into social services..

                                Nice idea, but as I understand it citizenship tests (AKA literacy tests) are prohibited by Section 2 of the Voting Rights Act of 1965, which essentially restates the language of the 15th amendment, and has been upheld by the Supreme Court.
