          So, are they ousting him yet?


          Let's say 90% of americans somehow manage to voice their wish to oust him, does the congress have some sort obligation to impeach him? If nothing else, moral obliation?

              Would it be morally acceptable to impeach a president without legal foundation?

              In theory, it is impossible. The US system does not allow the ousting for political reasons. Only legal ones (impeachment).

                  The system is defined in a way that the president cannot be un-elected by parliament, save for legal causes. Most of your congressmen probably know this, hence they won't go about impeaching for blurry "popular opinion" reasons.

                  If, on the other hand, they were to impeach him for starting a war of aggression...

                          For a ruling like that to happen, there needs to be a catalyst, the same way Watergate was the catalyst that threw Nixon out of office.

                          What that "smoking gun" event would be it's hard to predict.

                          It's kinda like the bad kid in class. It's not the specific event that gets him kicked out of school, that is just last straw in a series of events.
