In a country with 80 million people, if you have only 12 imprisoned jounralists, you don't have a totalitarian society. Fact. There's a difference between not having a free press, and being totalitarian. A pretty huge difference.
The question here is whether Iran would suppress factual reports about vast new laws that parliament enacts. Not every authoritiarian society is like North Korea.
