Are you a monk? You seem very naive. Countries sign a lot of things but how they behave is another thing. The only reason why there's not much uproar about Croatian or Polish subsidies is because the Koreans are a much bigger menace than everyone else combined. They hold ~40% of the market or so.

Well for instance there has been a lot of hooplahoo over Spain's hidden subsidies for its shipbuilding. I don't think the same is true for Poland and Finland. I think they stick to more "legitimate" measures like CIRR.
