            And where is this oil going to be refined? Without more refinery capacity there is still a supply bottleneck so more exploitable reserves isn't going to do anything to bring prices down.

            The US would be better leaving its offshore reserves until there is a real shortage of oil and they are needed for more important things that gasoline (like some plastics for which there is no substitute). Then reserve them for US use only and let the Chinese, Cubans and Canadians do without.
