    My sources tell me he had problems being subordinate to Director of National Intellegence Negroponte. The likely successor now appears to be Air Force Gen. Hayden, former NSA Director and Negroponte's deputy.

        I think this string of personnel decisions was handled poorly, if we take the press reports on their face.

        Goss was a strong congressman who left the congress to go into public service. In the hierarchy of the Washington social structure, he was more than slightly higher than Negroponte.

        I have nothing against Negroponte, but he was hitting above his weight class with the DNI position. As the DNI position was created, Goss's position as DCI was decreased in stature such that Goss was hitting below his weight.
