What if you've served in the army of a country that was at war with the US? Does that mean you can never become a whatever-that-is-for in the US?

I think you'd be in the clear, unless said nation tried to invade the US with the intent of overthrowing the government.

I think thats why "explain in the space below" is serious, and not a joke.

"i, ivan whateverovitch, was a member of the Red Army, but i was a conscript, and never believed in that stuff, and left the USSR thanks to the good will of teh Great Reagan, and became a citizen, and have lived proudly in Brighton Beach ever since, and now Id like to work in agency X applying my engineering skills, and i need security clearance, and please let me, i luv Amerika so much"

Yeah, would that work even if he had been the USSR equivalent of General Jack D Ripper?

                        "Yes" (Explain below)

"My plans are for world domination, so by extension, I will overthrow the US gov aswell. However, these plans are secret, so I can't tell you. Rest assured, time for action is far in the future, right now I'd like to visit some of the sights of the US, while they are still there."

I have wondered this also and my guess is that they do this because when you are caught lying, or what ever because it has like 'are you going to do crimes on your lovely holiday' or whatever, if you basically now do something, what ever it is, they can at least deport you easily.
