When did I say I trusted him? I wouldn't hand my ****ing wallet to a convicted felon. But I also wouldn't say that he had stolen my car when he was just eyeing it sort of suspiciously.

My guess is it's their equivalent of the CPP. If Parliament undid the CPP act of 1997 and brought back control of CPP investment to the government then would it be theft? If so, then was the CPP act of 1997 theft (since people had put money in thinking that the government was going to directly manage it)?

Actually, you do.

When governments create pension funds they generally decide who gets to run them. Some countries set up an independent investment board to run them (Canada, since 1997). Other countries run them directly (US). Some countries switch back and forth. Some (most?) governments run the public pension fund abusively.

The government of Bolivia is the steward of the public pension fund. They allowed a finance company to administer some of its assets. Now they're administering those assets more directly. That's their prerogative as the ****ing government. Just like it was the GoC's prerogative to transfer control of the CPP's assets to an independent investment board in 1997.
