      As everyone should know by now, fighting mother nature is always a losing battle, better to work with it.

      I agree that it's much better to have a flood plain than to have a housing project and a levee. Fortunately that is something (zoning) that California has always been in control of except on Federal lands within the state. So why not just get tough and buy up the flood plains rather than developing them?

          Go tell the Dutch, half their country is supposed to be a floodplain.

            I'm currently in LA where the city is wetting themselves in exitment at the thought of getting the Chargers. IIt seems they desperately want a time for their old stadium plus Orange County is also putting together a corporate welfare package for these fraudsters. I just don't see Chula Vista offering more subsidies then LA so the Chargers days in Diego are numbered.
