Though they don't have to worry about storm-surge, they do have to worry about their own stupidity. Because of Prop-13, the only way Cali muni's can get more taxes is to grow, and Sacramento is seriously looking at putting 130,000 units on a river delta.
Unless they change the law, in Ca. Prop. tax is for schools only not fixing levee. We pay state income tax for that.

You do realize what Cali asked for right? A state of emergency when there is NO natural calamity on the horizon. While I am sure you clued into the obvious marketing value of Katrina just like Cali did, New Orleans had levy problems and so do we ITS THS SAME THING!!! WRAITH OF GOD APROACHETH!!!, there is nothing wrong with this substantial help, which is proportional to its needs.
Note Cali is only throwing 23 million in itself, which to them is like their pocket lint or maybe grundle sweat.
So spending chump change on something that benefits our own people, you know, preventing a disaster, is ridiculous, but a preemptive war that costs billions per week is cool with you.

Restoring natural wetlands and flood plains makes perfect sense and can be done in most areas.
Many communities were moved out of the floodplains a few years ago when the Mississippi and other rivers flooded the place.

All the papers also noted that Arnold kept far away from Bush during Bush's recent (unwanted) visit to the state. I personally thought it was rude but funny as hell that Standford's band started playing Green Day's "American Idiot" when Bush walked in.

New Orleans, Sacramento. Can you people not see the signs?!!! Bush wants them to be flooded. He knows that they will all be flooded eventually due to global warming. Why waste the money on stopping these disasters or repairing their aftermaths when it's all just inevitable. Plus, they make good test subjects for the terrors to come. Seeing that it was the Army Corp of Engineers that caused California's water problems I would see their assistance in preventing a major disaster the least of their worries.
Honestly though, California has NEVER gotten any assistance from the White House for dealing with disasters. Not now, not with those huge fires in SoCal a couple of years ago... I wonder if we even got any after the Earthquake in 1989. (Doesn't look like that Bay Bridge is getting retro fitted any faster)
I know basically nothing about this subject, so I'll just point out that "When the Levee Breaks" is/was not only prophetic, but also a kick-ass song in its own right. Listen to it sometime; I used to dismiss it as just another LZ hard rock and turn off ZoFo when it got to track eight. But when you stop to listen to it:
Solid drum beats + raw, bleeding harmonica wails = awesome song. Not to mention the defiant, doubling-back guitar bits (I wish I knew proper musical terminology to describe this stuff). I still think they should have held a benefit concert in Crawford shortly after Katrina and invited Page and Plant to come serenade the ranch at a few hundred decibels.
If the Netherlands can pay for its own ****s, then I'm sure California can do so too.

The point being that we keep paying into the Federal system to help out the other states but when it comes time for us to get Federal money there it never seems to happen. Why should we keep paying in if we don't get anything out?
