Perhaps it is not wise for Iran to announce to the world that they plan on breaching the Geneva Conventions, as I doubt their suicide bombers will be wearing clearly visible Iranian uniforms and insignia.
But as has been said, most of Iran's military is in fact defacto suicide types anyways in case of war with the West.

Didn't they tell something of the most modern highspeed torpedoes they have recently in Iran? Those with rocket engines, and supercavitation (not that I have an idea about it

Iran-Iraq war is very instructive with regards to what Iran's leadership is ready to do. There were not only human waves used there, but also human waves of children used to clear minefields. This was supposedly witnessed by an american journalist. Iranians told him that they do it "to demoralize the cowardly Iraqi dogs".
But what the leadership is ready to do and what it is able to do are different things. One thing to note is that population of Teheran started to protest against the war near its end. By the time Iran was exhausted and entered into peace talks, it had sustained casaulties per capita at about half the level European countries did in WW I. Which goes ways to show you that even a religious (we fight for God and until death, blah blah) state can't squeeze more fighting from the population than its situation allows.Comment
