In refining, returns have been at or below the 5% mark for decades . .. and since refineries are a huge capital investment, returns have to be considered over decades. Even if profits were higher this year, its still not a great return considering the investment required

It means from our point of view there's not enough gas being supplied. The point of view of investors is something else.

The price of a doctor's appointment in the US might be $200. In Canada, the same appointment is "free"*. Obviously Doctors in the US should be able to drop their prices to $10.

There's also a massive variance in the amount of taxes levied on gas, even from state to state within the US. A quick look gave me the gas taxes by state in July 2002.

Note that it ranges from 53.5 cents/gallon in Hawaii to 26.4 cents/gallon in Alaska.

What does the guy at the gas pump earn in Thailand? It sure ain't $6/hour. What property taxes does the gas station pay over there? What environmental regulations must they comply with... and so on and so forth. There are lots of reasons why gas is cheaper in those places (including subsidies).

In CT. We do have some full-service stations. But even self-serve stations have employees. Oy. You know what I'm talking about: labor costs in general. Costs of doing business in a third-world country are very different than the costs of doing business in the USA.
