      No, he wouldn't be eligible for the Presidency. As a matter of fact, I don't think that a non-native born citizen can be V.P., either.

      If a non-native born citizen should happen to be the person next in line for the presidency (say that Arnold was the Speaker of the House, and Bush & Chaney died simultaneously), the non-native born person would be skipped, with the next person in the line of succession assuming the Presidency (the next in succession after Speaker is President Pro Tempore of the Senate).

      Even if a non-native born citizen can be V.P., no party would want to risk putting him on the ticket. If the President would die, then the presidency would skip over the V.P. to the Speaker, who very well could be of a different political party than the President's administration.

          After this, succession goes to the Cabinet Secretaries, with the cabinet's succession position determined by the order in which the cabinet post was created. Secretary of State was the first post created, Sec. of Homeland Security is the latest and would be last in line of succession (though there's a bill pending that would move Homeland Security up the depth chart, placing it right after Sec. of Defense. in the succession order).

          5. Condi Rice, Sec. of State.
          6. John Snow, Sec. of Treasury
          7. Rumsfeld, Sec. of Defense
          8. Alberto Gonzalez, Atty. Gen.
