Outta of all the drugs I've tried, though pot and lsd are the only ones i've taken too i've only ever felt my most out of control with alcohol. None of the others make you legless. Make you lose your memory. Made me do things I regret. Made me aggressive towards other people. Made me wake up wishing I was dead (hangover, though some comedowns aren't fun).
A lot of it depends on the person. I know a lot of people who drink who just shouldn't. Just like theres people out there who just shouldn't touch harder drugs. If you are responsible, know the risks and what you're getting into you can make better informed decisions. At the moment it's all pushed under the carpet and pretended like its not there. And they wonder why people **** themselves up. Clever.
The only dangerous thing about harder drugs is their more addictive nature. It's the addiction that makes people go crazy, not the effects of the drug itself (please note that this is not the case with all drugs because just like alcohol theres people that can have so much and be fine and then have a little bit more and be total *******s), but generally its the addiction.
Thats why they should be legal. Regulated and education. Thats the key.
As for the illegality issue, nobodies doing anything wrong by taking drugs. The govt is in the wrong over this issue.
Also I really don't think theres a relation between pot smoking and intelligence. In fact you'd have to back that up. Motivation though you have a point. Also, the risk is only there if you let it get the better of you. Remember what you say later in your post. You're in control.
