why the hell can't we fill jobs like these with our own folks
Good question. Regarding Georgetown, I note that the unemployment rate for the DC metro area is about 3.1%. At least 100,000 people move to the area each year. Apparently, 100,000 people isn't enough to fill the 80,000 new jobs available in the area.

Meanwhile, you have people living in Akron who apparently do not see fit to move to the Washington area for those wages.
I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

Maybe the people in Akron can't afford to move or don't even know that the jobs are there. There don't seem to be many recruiting efforts to attract the rust belt people to better areas or to aid them in relocating. I ahve family in both the Akron area and the D.C. area... the Akron area just has this shroud of hopeless doom around it... it's like the people don't even know they can move. They're stuck, and they need some encouragement to leave those places.
