        That's the whole point of a production cartel.

        It restricts production to increase prices. When members of the cartel violate their quotas the cartel becomes ineffectual.

          The Wheat Board serves as both a stabiliser and a production cartel in the grain market. It both increases prices and takes away some of the short term risk to producers.

              Also, as far as stabilisation goes, if farmers can sell at a stabilised price, but also can sell outside the Board, then the Board simply becomes a giant charity. It pays higher-than-market prices when prices are low and doesn't receive any wheat when prices are high.

                    I was under the impression that the wheat board assigned production quotas to farmers (that were usually above the actual production, but in some years fell below).

                    This might have been phased out some years ago, but I thought it was still operating as a cartel.

                              I'm talking about the ****ing grain farmers, not the Board.

                              If they get to choose to sell either to the Board at stabilised prices or to an outside party then the Board loses at both ends, and the shortfall will be made up by the average taxpayer.

                              What sort of Wheat Board do you envision, NYE? What would its role be?
