      Hu Jintao of China is a terrible choice for that positon, specially since while he is President, he certainly in no way has one man powers.

      Ditto for Abdullah who is barely there anymore.

      This list suffers from not having a basic ordering principle- simply the editor's opinions, which don't matter one whit to me, nor should they matter to anyone else.

        So you say this shouldn't matter to anyone else. I know you didn't mean it but that might be one of the most arrogant statements I've ever heard

        It's in its own league, that's why you can't even first see the level of arrogance, you just go and not think about it... like 'well I guess since he says so..'

            Oh, and I did mean it. Anyone's opinons, including my own, are essentially worthless. No one else has any reason to care. If they care, that is their choice.

            Now, a list that tries to create an arguement and criteria for judgement, THAT is not just an opinion, but an arguement. This list does not set up any criteria of judgement- they just find governments they dislike for whatever reason, and rank them according to their disdain.

            Hence, its a laudry list of the opnions of the editors, and that is, well, worthless.

              Now there's a list where the Communists have a decent chance of leaving their mark, and prominently so.

              Gadaffi and Castro should be higher up, bastards. As should that Equatorial Guinea guy. Otherwise it seems to correspond pretty well with my impressions, the ones that I've had a chance to form.

              I bet a guy like Mugabe is highly insulted to be only in 4th place, he'll be plotting some new "programs" upon reading this.

                    Saddam was #3 in 2003.

                    As for the Chinese guy according to the link the reasoning behind his placement is ...

                    Although some Chinese have taken advantage of economic liberalization to become rich, up to 150 million Chinese live on $1 a day or less in this nation with no minimum wage. Between 250,000 and 300,000 political dissidents are held in “reeducation-through-labor” camps without trial. Less than 5% of criminal trials include witnesses, and the conviction rate is 99.7%. There are no privately owned TV or radio stations. The government opens and censors mail and monitors phone calls, faxes, e-mails and text messages. In preparation for the 2008 Olympics, at least 400,000 residents of Beijing have been forcibly evicted from their homes.

                      I think GePap's opposition is mainly that Hu's power is not as strong as that of the other dictators. He certainly isn't a Kim Jong-Il, as he has many enemies in government itself and there is still constant maneuvering whereas many of the others on the list wield absolute unquestioned power.

                          HU is not a dictator. He is the head of a party aparatus, rose up within that aparatus, and he certainly does not have one man power.

                          Second, look at the first reason- no minimum wage..while I am a supporter of it, come on, this counts as the first thing to mention???

                              How the hell does some piddling dictator in Sudan beat out the Dear Leader? Sudan doesn't have one of the largest standing armies in the world. Sudan doesn't have at least 1 nuclear device.

                              Kim Jong-il had better order his own execution for failing this way.
