What about Mubarak. 24 years in power and he only just held an election with opponents. When the opponents started winning, the police started beating them up.
Extensive censorship. Political prisoners are tortured. Not much better than the Saudis.
Musharraf seems to be a wierd choice. I mean when I was in Pakistan there were debates about Musharraf's policies on TV and newspapers, with opposition parties openly saying how wrong the President was on issues such as the proposed dam.
Now, Musharraf may rule as a dictator, he has allowed the opposition their say, and the only people that really believe he is brutal are the fundies that say he hasn't yet made the country into a fundamentalist paradise.

First of all it doesn't make one a dictator. However it does reflect poorly upon that country's leadership for not doing anything about it. For instance, China - no mininum wage law????
