I doubt Kim Jong-il has absolute power, either. There are also factions in his party.

Second, look at the first reason- no minimum wage..while I am a supporter of it, come on, this counts as the first thing to mention???
I guess it depends on how they defined dictator, which may be something to the effect of "anyone not in power by election."

However, the first economic reasons seem to be crap...how is people being poor in your nation something that makes you a dictator?

Kim Jong-il has as much absolute power as any man in the modern age ruling a burocratic government can have.

          Frightening, isn't it?

Didn't Zenawi of Ethiopia just lose an election? If he can be removed by a democratic process he's not a dictator, just a bad leader.

And would Iran fall into the same category of dictatorship?

They seem to have at least some democracy, as opposed to North Korea or something.

What about Mubarak. 24 years in power and he only just held an election with opponents. When the opponents started winning, the police started beating them up.

Extensive censorship. Political prisoners are tortured. Not much better than the Saudis.

Musharraf seems to be a wierd choice. I mean when I was in Pakistan there were debates about Musharraf's policies on TV and newspapers, with opposition parties openly saying how wrong the President was on issues such as the proposed dam.

Now, Musharraf may rule as a dictator, he has allowed the opposition their say, and the only people that really believe he is brutal are the fundies that say he hasn't yet made the country into a fundamentalist paradise.

Kim Jong Il has a private harem of gorgeous blond and busty women. Lucky sod.

As for power. When his doctors made him give up smoking, he made every officer in the North Korean army give up too -- now that's style.

First of all it doesn't make one a dictator. However it does reflect poorly upon that country's leadership for not doing anything about it. For instance, China - no mininum wage law????

Anyway I seriously doubt most of you even bothered to click on that link I provided.

                            What about this fellow -

                            10) Teodoro Obiang Nguema, Equatorial Guinea. Age 63. In power since 1979. Last year’s rank: 10

Obiang took power in this tiny West African nation by overthrowing his uncle more than 25 years ago. According to a United Nations inspector, torture “is the normal means of investigation” in Equatorial Guinea. There is no freedom of speech, and there are no bookstores or newsstands. The one private radio station is owned by Obiang’s son. Since major oil reserves were discovered in Equatorial Guinea in 1995, Obiang has deposited more than $700 million into special accounts in U.S. banks. Meanwhile, most of his people live on less than $1 a day.

                              Minimum wage is established locally.
