    Stupidity. You can not use classical laws in digital age for digital products.

    BTW, Debian distro downloads have special section "non-US". It contains software that must be downloaded only from non-US servers by non-US users and only from US servers by US users cause USA law is stupid enough to apply export laws on downloads.

    My friend who serves in Dimona military facility can not use ZoneAlarm

          But that's dangerous. What if they get haxored, and computers break and something explodes? Or is spilled, or released into the atmosphere?

            That means that lots of governments, and their employees may not use it. For example the USA, which not only develops missiles, but also have nuclear and chemical weapons.

              ok, that link had to clearly have been edited by a mod to cut off the m there. but the software is prohibited for export, they aren't exporting it to the US government.
