              As far as I can find, no laws have changed, only a proposal to modify current law is on the books (since November, 2004, but I'm sure you know this).

              There's been a lot of talk lately about proposed changes to Canada's laws when it comes to marijuana and hash, but let's get one point straight - right off the bat: marijuana and hash are illegal substances in Canada, from British Columbia to Newfoundland, from north to south, and everywhere in between. The reason why some people might tell you differently is because the federal government has been talking about updating the laws (and they have now proposed reforms which are being reviewed by Parliament) and because of that, some people have just jumped to conclusions in saying that it will no longer be illegal. However, marijuana is and will remain illegal in Canada.

              What happens if you are caught with drugs?
              If you are caught in possession of marijuana or hash, police have a number of options with which to respond. How the police choose to proceed will likely depend on the circumstances. If you are caught with a small amount of marijuana or hash, police may simply choose to give you a warning, or refer you to a program that might serve to educate, or rehabilitate you. However, if you are caught in possession of a larger quantity, the police may decide that a warning or referral is not sufficient to hold you accountable, particularly if they suspect that you have been dealing, or in the case of marijuana, growing. Being in possession of drugs on school grounds, or even near schools, may also prompt a more severe response by police.

              Young persons aged 12 to 17 who are caught with drugs will be subject to the provisions of the Youth Criminal Justice Act, which came into force on April 1, 2003.               Here's the act. It's not even out of committee yet, and yet you seem to be claiming it's a done deal.

              Note that the proposed law increases penalties for cultivation - perhaps Sava should pursue his activities in more-enlightened Illinois.

              OTTAWA, November 1, 2004 – Tough new sentences that target large-scale marijuana cultivation and alternative penalties for possession of small amounts of cannabis are contained in legislation introduced in Parliament today by the Minister of Justice and Attorney General of Canada, Irwin Cotler.

              “New criminal offences and tough sentences are needed to combat the increasing problem of marijuana grow-ops, which pose unacceptable risks to public safety,” said Minister Cotler.

              The Government recognizes that, in recent years, marijuana cultivation has become increasingly prevalent, often involving organized crime. Maximum sentences for the most serious, large-scale operations would double to 14 years under the proposed reforms. If the operation is located in a residential area, the courts would have to justify not imposing imprisonment.

                Since the police stopped filing criminal charges and started fining last year.



                The bill's been delayed due to politics of a minority government and more important issues, but it's obvious what will happen. The police and courts aren't wasting their time with criminal charges, accordingly.

                            I have heard that it can give Hallucinations (from users)

                            but I admit that they could have been using other stuff at the time, and that the stuff they had could have been laced

                              The vast majority of people don't experience hallucinations. The people that do probably have something else that interacts with it that causes hallucinations, maybe they're on SSRIs or something.

                                My advice Odin, you are in college right?

                                You should try marijuana once with some friends. Make sure you do it with someone who is experienced with marijuana so they can teach you how to inhale properly so you actually get stoned. Plan on doing this somewhere where you can watch a movie and eat something you like. Or play video games or something (or if you have a girlfriend, where you can have some sex later on ).

                                Whether or not you choose to do it again, it is a unique experience that I think you will enjoy.

                                It is not dangerous. You will not have brain damage or anything. It is safer than getting drunk. You will feel weird at first but trust me it will be a lot of fun.

                                Just remember, treat it like alcohol. Moderation is key (meaning, don't do it a lot).

                                You are in college Odin. This is the place to do such things.
