Yes, IMHO. a good combination of the civs and SMAC, with some new stuff thrown in. And fewer exploits to pull. And far less annoying, ie closed borders to the AI.
Not neccesarily fewer exploits, just the old ones don't work.
I'm sure some exploits will be found.

I HATED CivIII, but CivIV has me drawn in. It feels like the first few days of CivII all over again! This game feels like CivII in terms of possible addiction (MUST. STOP. PLAYING!), and feels like a better game than SMAC (IMO, the best Civ type game before this one).

ICS is still the way of Civ. The game even tells you that in several places (especially on trainer level).
But... Civ4 is what people wanted Civ3 to be. Well, mostly.
Once they get all the major CTD bugs cleared out, optimize the resource and memory usage to stop it being disk cancer, it's going to be a good Civ entry. Until then, if you aren't a die hard Civ junkie that would be willing to shoot it straight into your eye, I'd suggest waiting on the first or second patch.
Single Player? Hell yeah. Combat may be much more slow-paced, but the AI doesn't blatantly cheat and screw you over anymore. Borders now actually mean something to it.
