Um, Oerdin, I thought you were a Geology major. You should know that that was in the PERMIAN PERIOD.
That's because Laurasia (NA, Greenland, & Europe) docked with Siberia in the late Carboniferous period. The Urals were formed when when Laurasia slammed into Siberia (later China and India slammed into that landmass while NA and Greenland went their own way) forming the Urals.
As I said the Urals were formed when Europe (eastern Laurasia) hit the seporate Siberian plate.

Those micro plate still exist! Did you notice that the Baltica micro plate isn't there nor the Asia Minor micro plate nor even the Italian microplate? The reality is the plates aren't all that well put together and they break apart and move fairly easily since the energy involved is so large. That map is a layman's map designed to make things look simple for high schools. The reality is much more complex.
While the Urals aren't a very active margin it is never the less far more active then true plate interior areas like Germany. It's just easier for students to remember a few big plates then a few hundred franction lines and divisions with in plates.
Crazy, overcrowded, but beautiful cities, Rome being a prime example off the top of my head + amazing nature you can hike in for weeks (Lappland, Masuria, whatever), all within a relatively cheap max 2-3 hour flight + all modern comforts, public healthcare and the best booze in the world + no probability of war in the near future = Europe is teh best place for Gangerolf to live.

Seeing as they've been standing for 500 (and longer) years I don't think the quality is all that bad.
All infrastructure is pretty much obsolete once it's build, not sure what you mean by that.
